 In many countries, government agencies typically require a warrant or court order to access private bank records. However, there may be exceptions in certain circumstances, such as cases involving national security or financial crimes. I can see why a warrant may not be needed is there evidence of embezzlement or large sums of money being wire through many channels throughout different counties then there may be some illegal activity going on. So therefore a warrant may be needed is there is not evidence linking to any crimes.
